Bismarck invites input on industrial pretreatment ordinance revisions

Entities that discharge commercial and industrial wastewater into the City of Bismarck's infrastructure are invited to engage in discussions regarding the revision of the Title 11.1 Ordinance. The City Commission was briefed on opportunities for local businesses and industries to learn about these revisions and provide their feedback.

A survey will be available on the City of Bismarck’s Industrial Pretreatment Program webpage from January 24, 2025, until February 24, 2025, to gather information and input from stakeholders.

The Local Limits, adopted in May 2024, aim to protect the wastewater treatment plant from waste that could reach the Missouri River or interfere with operations. These limits comply with regulations set by the Environmental Protection Agency (EPA). The ordinance revision incorporates updated EPA requirements along with these local limits.

The Industrial Pretreatment Ordinance allows Bismarck to regulate business discharges of specific pollutants into the sanitary sewer system. This includes materials like fats, oils, grease, sand, grit, metals, and large volumes of organic substances such as milk and soda. These pollutants can pose risks to worker health and safety, damage infrastructure, interfere with plant operations or processes, or contaminate biosolids or Missouri River water.

“Our Industrial Pretreatment Program working together with local businesses is our most effective way to protect our wastewater treatment infrastructure,” said Public Works Utility Operations Director Michelle Klose. “We appreciate businesses and industry taking time now to understand and comment on these required changes.”

The projected timeline for this process includes several key dates:

- January 24, 2025: Form available for public comment

- January 28, 2025: Presentation at City Commission meeting

- January 29, 2025: Stakeholder meeting from 3 to 4 PM at the Public Works Large Conference Room in Bismarck

- February 24, 2025: Public comment form closes

- February 25, 2025: Request approval of Ordinance Revision at City Commission meeting

Feedback collected over the coming weeks will aid in finalizing ordinance revisions that meet the needs of various organizations using Bismarck's wastewater infrastructure.
