Armstrong leads groundbreaking for new North Dakota State Hospital in Jamestown

Gov. Kelly Armstrong and several state officials gathered in Jamestown to break ground on the new North Dakota State Hospital, a project intended to enhance behavioral health services across the state. The ceremony was attended by legislators, local leaders, and representatives from the North Dakota Health and Human Services (HHS).

The new hospital will replace the current facility that has been in operation since 1885. The updated 300,000-square-foot building will feature 140 beds designed for trauma-informed care. Plans include specialized therapeutic spaces, advanced security measures for patient and staff safety, and increased capacity to address evolving needs.

“This project represents our commitment to delivering high-quality, compassionate behavioral health care across North Dakota,” said Armstrong. “It’s a reflection of our focus on modernizing public services and collaboration, from state legislators to care teams. With a new State Hospital, we’re investing not only in infrastructure but in people – those receiving care and those providing it.”

The event took place at the future site west of the existing hospital along 12th Ave. SE in Jamestown. Attendees included members of the legislature, HHS leadership, community stakeholders, and others involved with the project.

Remarks were given by HHS Interim Commissioner Pat Traynor, State Hospital Superintendent Aaron Olson, State Hospital Medical Director Dr. Eduardo Yabut, and HHS Behavioral Health Executive Director Pamela Sagness. Speakers emphasized how the new facility is expected to improve patient dignity, safety, and recovery outcomes.

“This facility stands as a promise that hope, healing and help are always within reach,” Traynor stated. “Today’s groundbreaking is an important step toward brighter tomorrows for individuals and families in our state.”

The $300 million investment was part of Armstrong’s 2025-2027 budget recommendation and received approval from lawmakers. Construction is scheduled to begin this month with completion anticipated by late 2027. The design team includes JLG Architects and Architecture+ working with Tegra Group; Mortenson Construction serves as construction manager.

Once completed, the hospital will provide psychiatric inpatient care as well as forensic services such as evaluation and restoration programs. It will also offer psychiatric rehabilitation and operate the Sex Offender Treatment and Evaluation Program. The current hospital employs about 300 people.
