The Collins Ave Water Reservoir, originally built in 1951, is set to be completely replaced this year. The reservoir is located at the corner of Collins Ave and Division St NW. An engineering study conducted in 2016 found that rehabilitating the reservoir would be inefficient and recommended replacing it with a new one of the same size on the same property.
The project also includes plans to improve visibility by moving back the retaining wall at the intersection. The design phase was completed last year, and construction bids were awarded in August. Construction is scheduled to begin later this year and is expected to conclude in 2026.
City Engineer Jarek Wigness stated, “It’s critical we replace this piece of infrastructure, to continue providing residents consistent, safe drinking water before the reservoir reaches the end of its life.”
The project has an estimated cost of just over $6 million, with a 27% cost-share from the State Water Commission. For financing larger utility improvement projects like this one, the city typically uses low-interest State Revolving Fund (SRF) loans. The SRF program offers a 2% interest rate. To cover the local share of this project, residents will see a $2.93 monthly increase in their utility bills.
