The Collins Ave Water Reservoir, originally built in 1951, is set to be completely replaced this year. Located at the corner of Collins Ave and Division St NW, the reservoir has been a critical part of the city’s water infrastructure for over 70 years.
An engineering study conducted in 2016 determined that rehabilitating the aging structure would be inefficient. Instead, experts recommended replacing it with a new reservoir of the same size on the existing property to ensure water service reliability.
In addition to replacing the reservoir, the project includes improvements to the surrounding area. One key upgrade is enhancing visibility at the busy Collins Ave and Division St NW intersection by moving back the retaining wall. These adjustments aim to improve both functionality and safety for residents. The design phase for the project was completed last year, and construction bids were awarded in August. Work is scheduled to begin later this year, with an expected completion date in 2026.
City Engineer Jarek Wigness emphasized the importance of this upgrade.
“It’s critical we replace this piece of infrastructure to continue providing residents with consistent, safe drinking water before the reservoir reaches the end of its life," said Wigness.
The total project cost is estimated at just over $6 million. To help offset expenses, the State Water Commission will contribute 27% of the funding. The city will finance the remaining costs through low-interest State Revolving Fund (SRF) loans, which offer a 2% interest rate. As a result, residents will see a $2.93 monthly increase in their utility bills to cover the local share of the project.
