Emily O’Brien has been appointed as the new deputy commissioner of the North Dakota Department of Health and Human Services (HHS), with her term beginning August 20.
O’Brien has served in the North Dakota Legislature since 2017, representing District 42 in Grand Forks. She participated in the Human Resources Division of the Appropriations Committee during the past two legislative sessions, a group responsible for overseeing the HHS budget.
Her professional experience also includes time as chief operation officer at the Bioscience Association of North Dakota. This background is expected to inform her work in her new position.
As deputy commissioner, O’Brien will focus on aligning programs and services within HHS with its strategic vision to make North Dakota “the healthiest state in the nation.” She will lead efforts to develop a cross-agency and inter-agency performance measurement system that monitors agency finances. O’Brien will also act as legislative liaison for HHS, supporting communication between HHS and the North Dakota Legislative Assembly.
