Commission reviews budgetary concerns during July meeting

The Commission meeting held on July 8, 2025, commenced at 1:00 PM with the call to order. The agenda was approved at 1:01 PM, followed by the approval of minutes from June 10th, 2025, and bills.

At 1:10 PM, Risk Manager Linda Nelson presented a budget review. This was followed by Erin Ourada from Western Plains Public Health conducting a budget review hearing at 1:15 PM. HR/EM representative Alice Grinsteinner discussed policy manual updates at 1:25 PM.

State’s Attorney Patrick Waters addressed the commission at 1:35 PM, followed by Sheriff Dave Hilliard at 1:45 PM. Road Superintendent Kenny Rude spoke next at 1:55 PM about issues including roads in the NextEra project area and skid steer matters.

Recorder Mickie McNulty-Eide took the floor at 2:25 PM. Treasurer Laura Huber presented her report at 2:35 PM, succeeded by Clerk of Court Rebecca Bethke at 2:45 PM. Extension Agent Richard Schmidt gave his update at 2:55 PM.

Tax Equalization/Assessor Patricia Koapke discussed abatements starting at 3:05 PM. Planning & Zoning updates were provided by Jaden Schmidt and Patricia Koapke beginning at 3:15 PM, which included building #1062-Orgaard/Weil-House and board member appointments.

Auditor Jaden Schmidt concluded departmental reports with his presentation starting at 3:45 PM.

Other business items included portfolio reports and electing an NDACO delegate for the October conference. According to the NDACo Constitution, "the chairman of the Board of County Commissioners in each county is to call a meeting of all county officials granted membership by the State Council...to elect...the county’s representative and an alternate (if they so choose) to the State Council."

Further topics discussed were rooms and registration for the October NDACO Conference, updates from the Sheriff’s Department, Youthworks Agreement Renewal, SB 2180 Policy/Resolution, Budget Amendment 2025-4, and Transfer 2025-1.
