North Dakota sets DBE goal at 4% for aviation projects from 2026-2028

The North Dakota Aeronautics Commission has announced its goal for disadvantaged business enterprises (DBEs) involved in the transportation industry for the federal fiscal years 2026-2028. This initiative is in accordance with the requirements set by 49 Code of Federal Regulations Part 26.

The commission has set a DBE goal of 4.00 percent for projects funded by the Federal Aviation Administration during this period, which runs from October 1, 2025, through September 30, 2028. This target pertains to work conducted by DBE prime contractors, subcontractors, consultants, vendors, and material suppliers on professional services, construction, and procurement contracts associated with federal-aid airport projects. These projects are managed by the North Dakota Aeronautics Commission and all general aviation airports in North Dakota that are part of the National Plan of Integrated Airport Systems (NPIAS).

A virtual public consultation meeting is planned for Wednesday, July 16th, 2025 at 2:30 pm CT to discuss this goal further. Details for joining this meeting via Microsoft Teams have been provided by the commission.
