The Federal Environmental Law Impact Review Committee is scheduled to convene on April 9 at 3:30 p.m. in the Lewis & Clark Room on the second floor of the Bank of North Dakota, located at 1200 Memorial Hwy, Bismarck, ND. The agenda includes several key topics for discussion and updates by various committee members.
The meeting will commence with welcoming remarks and introductions by Commissioner Doug Goehring, the Chairman, followed by other members such as Aaron Weber, Representative Mike Brandenburg, and Senator Terry Wanzek, among others. The session will feature a roll call, a review of the draft meeting minutes from August 2, 2023, and provide a budget update on two critical funds related to federal environmental law impact and mitigation.
Critical updates on legislative matters such as House Bill 1400, concerning the Agriculture Commissioner's authority to hold easements, will be part of the discussions. Similarly, the meeting will receive updates on active litigation that includes the Waters of the United States, Dakota Access Pipeline Environmental Impact Statement, and the National Environmental Policy Act.
Additional pending matters on the agenda include discussions regarding the US Fish and Wildlife Service and the Environmental Protection Agency's strategies on endangered species. Proposed strategies on EPA's herbicide, rodenticide, insecticide, and fungicide for 2025, as well as proposals on the listing of monarch butterflies and regal fritillary as endangered species, will be reviewed.
The committee is also expected to address drain tiling litigation before setting a date for the next meeting, slated to take place between October 2025 and January 2026. The meeting will conclude with an adjournment.
