Ward County couple charged in sexual abuse case involving vulnerable adults

North Dakota Attorney General Drew H. Wrigley has announced charges against Amber Hattem and Dalton Hattem, both residents of Ward County, in a case involving the alleged sexual abuse and exploitation of vulnerable adults at a Minot facility.

Amber Hattem, a former Certified Nurse Assistant at Minot Health and Rehab Center, is accused of two counts of Gross Sexual Imposition and one count of Indecent Exposure. The allegations point to incidents between April and December 2024, where she reportedly engaged in sexual acts with two adult patients who were incapable of understanding the acts due to severe cognitive impairments. Additionally, she is accused of recording and transmitting a sexually explicit video within a patient’s room.

Dalton Hattem faces charges of Conspiracy to Commit Gross Sexual Imposition. It is alleged he encouraged the acts committed by Amber Hattem and stored the explicit videos she created.

Attorney General Wrigley condemned the reported activities, highlighting the critical need to protect vulnerable adults. “The charges filed against Amber and Dalton Hattem reveal deeply troubling allegations of acts committed against individuals who were under care and unable to protect themselves. These are egregious allegations of troubling violations of human dignity and trust,” Wrigley stated. He affirmed North Dakota’s dedication to justice for the victims and acknowledged ongoing collaboration with law enforcement.

Wrigley acknowledged the efforts of the North Dakota Medicaid Fraud Control Unit, the Ward County State’s Attorney Office, and the North Dakota Bureau of Criminal Investigation in bringing forth these charges. “This case highlights the power of collaboration between local and state agencies in protecting our most vulnerable citizens,” Wrigley added.

If convicted, both Amber and Dalton Hattem could face substantial prison terms and required registration as sex offenders.
