Monte Drive neighborhood slated for major infrastructure upgrade

The City Commission has given the green light for a water and sewer improvement project in the Monte Drive neighborhood, set to begin construction in 2025. The area targeted for improvements lies north of 11th Street NW and south of Boundary St NW, stretching from Sunset Drive to just east of Sixth Ave NW. While most of Sunset Drive will remain unaffected, some work is planned for the northern section.

This initiative aims to replace outdated cast iron water mains installed in the 1950s. The scope includes enhancements and replacements of water mains, sanitary sewer improvements, roadway and concrete restoration, ADA ramp upgrades, tree trimming, among other tasks.

Since 2008, Mandan's Monte Drive area has faced 27 water main breaks. Notably, there have been ten breaks since 2022 and six within the past year alone. This project is expected to significantly cut down on operating and maintenance expenses for the city.

Several emergencies have been complicated by these water main breaks, adding pressure on city resources. Such incidents pose health risks due to potential water shutoffs. The risk is heightened in this area as breaks often coincide with pressure fluctuations during fire flows.

City Engineer Jarek Wigness noted that current measures include throttling water pressure in an attempt to prevent frequent breakages: “We do currently have water pressure throttled in this area to try and prevent some of those accelerating water main events that have occurred and do occur during fire events.”

A new pressure zone will be established as part of the project. This change will enable increased water pressure not only in Monte Drive but also across other parts of town.

The total estimated cost for the project stands at $8.7 million, with a 60% contribution from the State Water Commission. The city's share will be financed through various funds including utility fund and Municipal Infrastructure Fund (Prairie Dog Funds), while approximately $2 million will be specially assessed to benefiting properties within the district. Final assessment distribution will be decided by the City Commission after review by the Special Assessment Commission.

To finance this undertaking, the city is utilizing a State Revolving Fund loan at a 2% interest rate. This program offers flexibility in repayment terms which translates into cost savings for property owners who benefit from this project.

Bidding is expected to commence this spring followed by construction activities.
