The National Shooting Sports Foundation (NSSF) has published its 2024 Congressional Report Card, which evaluates lawmakers' support for legislation related to the firearm industry and Second Amendment rights during the 118th Congress. The report card assesses elected officials based on their advocacy for critical legislation impacting the firearm industry.

U.S. Senator Kevin Cramer (R-ND) is one of eight senators included in the NSSF’s 2024 Congressional Dean’s List, earning an A+ rating for his consistent voting and co-sponsorship record.

“I’m honored to be named to the NSSF’s Congressional Dean’s List and to receive an A+,” said Cramer. “The Second Amendment is not just a constitutional clause; it is a fundamental American liberty central to the protection of all others. The NSSF is an excellent partner in defending Americans’ Second Amendment liberties and rebutting liberal, illegal discrimination against constitutionally-protected businesses.”

Lawrence G. Keane, NSSF Senior Vice President for Government & Public Affairs and General Counsel, commented on the significance of this recognition: “The 2024 NSSF Congressional Report Card is a comprehensive analysis of our elected representatives’ positions on firearm and ammunition industry priorities in the 118th Congress. The Report Card’s grades are based on key votes, co-sponsorships, committee activity, floor speeches, and other official actions by Senators and Members of the U.S. House of Representatives. Members of our industry are grateful to have so many strong allies in the Halls of Congress.”

Keane continued, “NSSF is proud to especially recognize Senator Cramer as a member of the new NSSF Congressional Dean’s List for his exemplary leadership in supporting the firearm and ammunition industry and the nearly 400,000 hardworking Americans employed in the industry. Making the Dean’s List is special recognition that Senator Cramer has gone above and beyond to protect and preserve the Second Amendment rights of his constituents and the industry that makes the exercise of those rights possible. We applaud Senator Cramer for his exemplary level of support.”

Two significant pieces of legislation sponsored by Cramer contributed to his A+ rating: the Fair Access to Banking Act and Firearms Interstate Commerce Reform Act (FICRA). In February 2023, Cramer reintroduced his Fair Access to Banking Act with over a third of Senate members as co-sponsors. This bill aims to prevent financial institutions from denying or limiting services to industries protected by constitutional rights, including gun manufacturers.

In July, Cramer collaborated with House Majority Leader Steve Scalise (R-LA-01) on introducing FICRA. This bicameral legislation seeks to modernize regulations governing interstate firearms transactions by allowing licensed dealers to sell firearms across state lines while adhering to state laws.
