Senator Cramer, Colleagues Introduce Legislation to Bolster Bus Manufacturing in North Dakota

WASHINGTON – U.S. Senators Kevin Cramer, Tina Smith, Katie Britt, and John Fetterman have introduced the Bus RollingStock Modernization Act, aimed at revitalizing the struggling American bus manufacturing industry. The legislation seeks to address outdated payment practices by the Federal Transit Administration (FTA) that have been burdening manufacturers and transit agencies.

Senator Cramer emphasized the bipartisan nature of the bill, stating, “This legislation represents a bipartisan effort to revitalize the bus manufacturing industry across America.” The Act allows transit agencies to make advance payments of up to 20% for bus rolling stock purchased with federal funds, cutting through bureaucratic red tape and providing flexibility for agencies and cost savings for manufacturers.

Senator Smith highlighted the importance of the bill in supporting transit systems and domestic bus manufacturing, saying, “Each day, transit systems connect Minnesotans to their jobs, schools, grocery stores and countless other opportunities – all while reducing traffic congestion and pollution.” She emphasized that the Act would streamline regulations, strengthen the bus manufacturing market, and ultimately benefit Americans by improving access to transportation services.

Paul Soubry, CEO of NFI Group, the parent company of Motorcoach Industries (MCI) in Pembina, North Dakota, expressed gratitude for Senator Cramer's efforts in promoting the growth of the motor coach industry. He stated, “Senator Cramer’s introduction of this legislation will be a direct benefit to Motorcoach Industries (MCI) manufacturing facilities located in Pembina, North Dakota.”

The Bus RollingStock Modernization Act aims to simplify the purchasing process for bus rolling stock, driving down costs for both transit agencies and manufacturers. By providing much-needed flexibility and cost savings, the legislation is expected to support the growth of the bus manufacturing industry and create more job opportunities in North Dakota and across the country.
