WASHINGTON — U.S. Senator Kevin Cramer (R-ND) expressed his decision to vote against the motion to proceed on H.R. 815, the legislative vehicle for the national security supplemental bill. Senator Cramer's primary concern revolves around the absence of a guaranteed thorough amendment process to enhance the bill.

In a statement, Senator Cramer highlighted his dissatisfaction with the current state of the bill, stating, "I voted against proceeding to the bill because Leader Schumer has not guaranteed a thorough amendment process to improve the bill." Acknowledging that the bill is flawed, he emphasized the importance of the Senate's role as the "world's most deliberative body" and urged leadership to recognize this by allowing for the submission and discussion of amendments.

While Senator Cramer's position did not emerge victorious, he remains committed to working towards amendments that will enhance the bill before the final vote. He stated, "Since my position did not prevail and we are now on the bill, I will be working for amendments to improve it before a final vote."

The senator's decision to vote against the motion to proceed highlights the importance of a robust amendment process in the legislative system. As the bill moves forward, it is essential that all stakeholders have the opportunity to contribute and address any perceived shortcomings.
