All hay bales located on highway rights of way in North Dakota must be cleared by November 1, according to the North Dakota Department of Transportation (NDDOT). Any hay bales left after this deadline will be removed by order of NDDOT district engineers.
The department stated that removing the bales is necessary for snow management and safety along the highways.
