Government shutdowns occur when Congress fails to pass legislation funding federal agencies and programs. During such periods, many government operations are suspended or reduced until an appropriations bill is signed into law. The term “CR” refers to a continuing resolution—a temporary measure used by Congress to fund federal agencies when formal appropriations have not been enacted.

Hoeven’s comments reflect ongoing partisan disagreement over federal spending levels during budget negotiations in late 2025.
