On September 10, 2025, the North Dakota Attorney General's Office issued Opinion 2025-O-14 in response to a situation involving the City of Parshall. The opinion addresses a records request that was not received by the city due to an error with their email service provider.

According to the opinion, "The City of Parshall never received the records request due to an error with their email service provider. A public entity cannot respond to a request they never received, and the City of Parshall did not intentionally ignore a request for records."

This clarification comes after concerns were raised regarding whether the city failed to respond appropriately to a public records inquiry. The opinion states that because the request was not received, there was no intentional disregard on the part of city officials.
