GNDC releases legislative scorecard; names 46 Chamber Champions

The Greater North Dakota Chamber (GNDC) has published its 2025 Legislative Report titled "How They Voted," which serves as a detailed scorecard of lawmakers' voting patterns on significant bills affecting the state's business environment during the 69th Legislative Assembly.

This report examines votes on 30 bills that align with GNDC's legislative priorities, which include protecting or advancing the business climate, enhancing workforce solutions, and investing in smart infrastructure. Lawmakers receive scores based on how closely their votes match GNDC's positions.

Arik Spencer, GNDC President and CEO, stated, “This report reflects our continued commitment to transparency and accountability. Business leaders deserve to know where lawmakers stand on issues that impact economic opportunity in North Dakota. We’re proud to provide that clarity.”

Legislators who achieved a score of 85% or higher are recognized as Chamber Champions. This year, 46 legislators earned this title, including one who received a perfect score of 100%.

Spencer further noted, “Chamber Champions understand the real-world impact policy has on employers and communities. Their support of pro-business policy helps move North Dakota forward, and we’re grateful for their leadership and collaboration.”

During the session, GNDC actively worked with lawmakers to promote business-friendly policies while opposing detrimental proposals. Several pro-business bills passed this year reflect the priorities expressed by GNDC members. The organization also succeeded in blocking regulatory overreach and burdensome mandates. The report not only assesses legislative performance but also highlights tangible progress made for North Dakota’s business community.

The full report includes:

- GNDC member priorities entering the session

- A breakdown of key legislation—pro-business wins, disappointing results, and detrimental legislation

- Appropriations for critical state agencies and an overview of property tax outcomes

- Business Bipartisan Seal recipients

- Legislator scores, grades, lifetime index percentages, and session service counts
