North Dakota governor signs bill for public charter schools framework

Gov. Kelly Armstrong has signed Senate Bill 2241, which establishes a framework for public charter schools in North Dakota. Armstrong emphasized the importance of school choice for families and the state's workforce, saying, "Expanding school choice is a win-win for North Dakota families and for our state’s workforce and long-term success. The public charter schools authorized by this bill can drive innovation, improve student outcomes and increase parent satisfaction."

Armstrong credited Sen. Michelle Axtman, Senate Majority Leader David Hogue, House Majority Leader Mike Lefor, Sen. Don Schaible, and Reps. Glenn Bosch and Pat Heinert for their roles in supporting the bill. The legislation passed 64-29 in the House and 39-7 in the Senate. As of now, North Dakota is one of only four states not permitting public charter schools, but this bill aims to change that, taking effect on August 1.

The bill mandates that public charter schools are part of the public education system and must abide by a charter performance agreement with the state Superintendent of Public Instruction. These schools are required to meet or exceed state academic and graduation standards and be accessible to all students from North Dakota, regardless of their location, academic history, or special needs.
