Governor Kelly Armstrong has signed Senate Bill 2241, establishing a framework for public charter schools in North Dakota. This legislative move is intended to expand school choice, as Armstrong believes it to be beneficial for families and the state's workforce. Highlighting the significance of innovation and improved student outcomes, Armstrong expressed gratitude for the efforts of those who supported the bill, including Senator Michelle Axtman and other key sponsors.
The bill, introduced by Axtman and supported by Senate Majority Leader David Hogue and others, passed with a vote of 64-29 in the House and 39-7 in the Senate. It positions North Dakota to join the majority of states allowing public charter schools, with the law set to take effect on August 1.
Under the new framework, charter schools will be part of the state's public education system and will operate under a charter performance agreement with the Superintendent of Public Instruction. The agreement will include expectations for academics, operations, and finances. Additionally, these schools must provide access to all North Dakota students, irrespective of their background or needs.
