Governor Kelly Armstrong of North Dakota expressed condolences following the death of Pope Francis at age 88. Armstrong recognized Pope Francis's leadership marked by "humility, kindness and respect for the dignity of all God's children." Acknowledging his global influence, Armstrong stated, "We join members of the Catholic Church in North Dakota, and all who admired him around the world, in mourning his passing and honoring his legacy of servant leadership and caring for those in need."

As a tribute, Armstrong ordered that all U.S. and North Dakota flags be flown at half-staff until sunset on the day of interment. This act is in line with a proclamation by President Donald Trump, and North Dakotans are encouraged to follow suit by lowering flags at their residences and workplaces.
