Drainage improvements announced for Horace's east side with no new assessments

Cass County is launching the Drain 27 Improvement Project to upgrade drainage infrastructure in Horace's eastern area. The project aims to enhance flood management and support urban growth without imposing new special assessments on residents.

The drain, initially constructed in 1971, will be modernized to align with current standards. Improvements include installing reinforced box culverts at 64th Ave S and 88th Ave S for better water flow and preparing for future road development. The capacity of the drain will also be expanded to accommodate increased water flow due to urban expansion.

Spanning a three-mile stretch from 64th Ave S to 100th Ave S, the project starts within Fargo city limits and extends through Stanley Township. Drain 27 discharges into the Rose Coulee, eventually reaching the Red River.

This initiative is fully funded by the Southeast Cass Water Resource District. Melissa Hinkemeyer, Director of the Southeast Cass Water Resource District, stated that no new special assessments would apply to property owners.
