The City Commission has given the green light for the 2026 Street Improvement District 236, marking phase I of enhancements to First Street NW. This development will see improvements along First Street NW from Fourth Ave NW to Sixth Ave NW, and include sections of Fourth Ave NW and Fifth Ave NW.
The project encompasses a comprehensive reconstruction effort featuring concrete pavement with curb and gutter, ADA upgrades, lighting, streetscaping, landscaping, as well as underground utilities such as storm sewer, water main, sanitary sewer and related services. The primary aim is to create a more accessible downtown area in Mandan with safer pedestrian crossings and improved aesthetics through landscaping and streetscape design.
The total estimated cost of this initiative stands at $6.8 million. Of this amount, the City of Mandan has secured $2.356 million in federal funding via the North Dakota Department of Transportation’s Urban Grant Program for phase I. Local contributions have been sanctioned through the Municipal Infrastructure Fund and City Utility Fund to mitigate special assessment impacts on nearby properties. Additionally, the City seeks a grant from the Department of Water Resources to cover 60% of the water main costs.
Property owners will receive letters detailing district information, estimated costs, and more. The projected assessment cost for a typical adjacent lot (7,000 sq ft) is about $8,800; for lots within the storm watershed but not adjacent to improvements, costs are approximately $700. Final assessments will be decided by the City Commission following review by the Special Assessment Commission.
A protest period begins on Friday, Feb. 21st allowing property owners until March 24th to submit objections to the Engineering office by 4:30 p.m. A public hearing regarding protests is scheduled for April 1st during a City Commission meeting at 5:30 p.m.
