During a meeting on January 28, 2025, the Bismarck City Commission decided to continue its involvement in the Federal Emergency Management Agency's (FEMA) Community Rating System (CRS) program. The city's participation, with a Class 7 rating, allows flood insurance policyholders in Bismarck and its Extraterritorial Zone (ETA) to receive a 15% discount.

Property owners with existing or new flood insurance policies are advised to consult their insurance agents to benefit from potential discounts. The National Flood Insurance Program (NFIP) Community ID for Bismarck and ETA residents is 380149.

As part of its annual recertification, Bismarck verifies ongoing floodplain management activities and publishes an annual report titled "Flood Mitigation Annual Progress Report," available on the city website.

"The CRS program is an important voluntary incentive program recognizing and encouraging a comprehensive approach to floodplain management that rewards communities exceeding minimum floodplain management requirements," said Bismarck Emergency Manager Gary Stockert. "This program benefits Bismarck by conducting activities to better manage risk through public information, mapping and regulations, flood damage reduction, warning and response, and stormwater and drainage system maintenance."

Residents and business owners in Bismarck and the ETA can enjoy reduced flood insurance premiums due to the city's active participation in the NFIP's Community Rating System.
