During a meeting on January 28, the Bismarck City Commission voted to continue participating in the Federal Emergency Management Agency's (FEMA) Community Rating System (CRS) program. The program is designed to encourage and reward communities that implement proactive floodplain management practices.
Bismarck currently holds a Class 7 rating in the CRS program, which allows flood insurance policyholders within the city and its Extraterritorial Zone (ETA) to receive a 15% discount on their premiums.
Property owners who have existing flood insurance policies—or are considering purchasing new coverage—are encouraged to check with their insurance agents to ensure they receive any applicable discounts. To facilitate this process, Bismarck and ETA residents should reference the city's National Flood Insurance Program (NFIP) Community ID: 380149.
As part of its annual recertification, Bismarck must verify its ongoing floodplain management efforts. The city also publishes an annual Flood Mitigation Progress Report, which provides updates on flood management activities. This report is made available to the public through the city’s website.
“The CRS program is an important voluntary incentive that recognizes communities exceeding the minimum floodplain management requirements,” said Bismarck Emergency Manager Gary Stockert. “It benefits Bismarck by encouraging activities that help manage flood risks, including public education, mapping and regulations, flood damage reduction, warning and response efforts, and stormwater system maintenance.”
