The Bismarck City Commission has decided to forward a revised extraterritorial area (ETA) map to the Burleigh County Commission for consideration. This map, previously discussed in a joint meeting between the two commissions, reflects ongoing efforts to address jurisdictional boundaries and urban planning priorities.
If the Burleigh County Commission does not accept the new map, Bismarck officials indicated they will consider further actions, which could include withdrawing from the existing joint powers agreement that governs collaboration between the city and county.
Bismarck Mayor Michael Schmitz commented on the situation, stating: “This is an extremely layered issue, but I believe the best outcome in this scenario comes in the form of a compromise. I feel that we delivered that compromise in the form of the map that our staff presented. We worked to create a way for 95% of residents to move from the ETA to Burleigh County. However, Burleigh County’s leadership appears unwilling to meet us in that compromise. Our concern is that the City of Bismarck has the right to prioritize its urban planning, infrastructure coordination and long-term growth.”
The ETA encompasses an area extending up to four miles beyond Bismarck’s city limits. Discussions about its boundaries have occurred over several years but have intensified recently. The topic was addressed at various meetings this year, including those held by both commissions separately and jointly.
Mayor Schmitz also directed Community Development staff to work toward harmonizing ordinances concerning accessory buildings within the ETA with regulations set by Burleigh County.
The next regular meeting of the Burleigh County Commission will take place on Monday, Oct. 20, at the Tom Baker Meeting Room in the City/County Building.
