The city of Mandan has announced that the uneven conditions on Memorial Highway are temporary, attributed to ongoing construction work.

According to an update by the city of Mandan, upon completion, Memorial Highway will feature a new five-lane concrete roadway with curb and gutter. The road will be lowered by 2 to 3 feet to enhance drainage along the corridor. Currently, drivers are using a temporary asphalt surface designed to facilitate ongoing construction while maintaining access to local businesses at different elevations. This temporary road includes uneven sections to safely accommodate those elevation differences. The city expresses gratitude for drivers' patience during the construction process as it works toward a smoother, safer, and more durable roadway.

The Memorial Highway Reconstruction project in Mandan is coordinated with the North Dakota Department of Transportation (NDDOT) and is scheduled from 2025 to 2027. It aims to improve traffic flow, safety, drainage, and pedestrian access by reconstructing the roadway in phases. According to NDDOT, the project will begin with the eastern section from 32nd Avenue SE to 46th Avenue SE in 2025. Key features include adding sidewalks, shared-use paths, upgraded lighting and traffic signals, new stormwater and sanitary systems, and curb and gutter construction with medians at signalized intersections.

Phase 1 (2025–2026) focuses on the eastern portion of the highway and includes utility replacement and stormwater system installation. Phase 2 (2026–2027) will address the western section from Main Street to 32nd Avenue SE with similar improvements including underground utilities, stormwater and sanitary lift stations, pedestrian facilities, and updated traffic controls. Throughout construction, at least two lanes and a center turn lane will be maintained for traffic flow and business access. Communication regarding updates will be provided via newsletters, website updates, and direct contacts. Drainage improvements include curb and gutter installation alongside an underground storm sewer system aimed at reducing flooding and improving runoff management.

Mandan has an estimated population of 24,586 as of July 1, 2023, according to the State Data Center. Known for its historical roots as a village for the Mandan tribe, a cavalry fort, and a railroad hub, Mandan continues its growth trajectory. The city hosts annual events such as Touch-A-Truck, Rodeo Days, and Buggies-n-Blues that attract thousands of visitors. Additionally, it offers various recreational facilities including parks, sports complexes, and museums.
