Senator John Hoeven, along with colleagues, is advocating for a nationwide year-round sale of E15 fuel. The bipartisan group, under the leadership of Senate Majority Leader John Thune and Senator Dick Durbin, has reached out to President Trump to enable this action for the summer of 2025. Their argument focuses on enhancing the nation's energy security and lowering fuel costs for consumers by utilizing domestic biofuels.

The letter, addressing President Trump, states: “To meet our nation’s energy needs and decrease the cost of fuel, we must deploy an all-of-the-above energy strategy, which includes leveraging domestic biofuels...” The group further highlighted the benefits of year-round E15 sales since 2019, emphasizing its support for the domestic fuel supply and promotion of American agriculture.

The letter suggests continuing the action under the Clean Air Act, facilitating these sales through temporary waivers which have reportedly helped lower prices and support U.S. agriculture amidst challenges partly linked to the ongoing war in Ukraine. The senators argue this aligns with the executive order “Declaring a National Energy Emergency” and is beneficial for the agriculture economy by boosting demand for American commodities.

Additional signatories of the letter include notable senators such as Tammy Baldwin, Kevin Cramer, and Amy Klobuchar. They urge for the uniform application of these waivers across all states and specifically appeal for the temporary emergency waivers to E15 and E10 in certain Midwestern states.

In conclusion, the letter reiterates that "utilizing American ethanol year-round is a direct solution to reinforcing our energy supply and reducing consumer costs,” and requests timely consideration from President Trump.
