Gov. Kelly Armstrong has commented on the Grand Forks County Commission's recent decision to approve a letter of intent with the North Dakota Department of Corrections and Rehabilitation (DOCR). The agreement involves utilizing unused space in the new expansion at the Grand Forks County Correctional Center for housing DOCR residents.

Armstrong expressed his approval, stating, “We appreciate the Commission’s unanimous vote expressing their interest to enter an agreement to house DOCR residents at the County Correctional Center.” He emphasized that this collaboration would benefit both parties by providing the state with additional jail beds to alleviate overcrowding in prisons while offering the county a new revenue stream to help manage debt from their underutilized facility.

The initiative was included in Armstrong's executive budget recommendation presented to the Legislature in January. Although county officials initially proposed this idea, the terms of the agreement are yet to be finalized.
