In Washington, D.C., U.S. Senators Kevin Cramer and Amy Klobuchar have introduced two legislative proposals aimed at enhancing support for adoptive children and their families. As co-chairs of the Congressional Coalition on Adoption, the senators are addressing the needs of over 100,000 children who were awaiting adoption in Fiscal Year 2022.

The first proposal, known as the Supporting Adopted Children and Families Act (SACFA), seeks to enhance pre- and post-adoption services by expanding the eligible uses of federal adoption funding. The second proposal, called the Safe Home Act, aims to define and allocate federal resources to increase awareness about unregulated custody transfers (UCTs). This practice involves transferring a child to a caregiver without legal custody rights.

Senator Cramer expressed personal insight into adoption: “Giving a child a stable home through adoption is one of the greatest joys for a parent, and I can attest to it,” he said. He emphasized that these bills aim to ensure children are not neglected and that families receive necessary support throughout the adoption process.

Senator Klobuchar highlighted her ongoing commitment: “We’re grateful for the dedication and commitment of adoptive families who open their homes and hearts to children,” she stated. She assured continued collaboration with Senator Cramer and other colleagues across party lines to provide every child with a safe, stable, and loving home.
