Bismarck considers updates to extraterritorial area boundaries with Burleigh County

Bismarck officials are considering updates to the city's Growth Phasing Plan, which outlines areas outside city limits that may be annexed and urbanized in the future. The plan is part of the city's comprehensive planning efforts and is revised annually by the Bismarck Planning and Zoning Commission to reflect changes in development patterns.

This year, officials see the amendment process as an opportunity to revisit the negotiated boundaries of the extraterritorial area (ETA) between the City of Bismarck and Burleigh County. Proposed revisions to the ETA map have been prepared by staff and are available online for public review.

The extraterritorial area determines where the city has authority over planning and zoning decisions beyond its current borders. Any changes to these boundaries could affect how future growth is managed in both Bismarck and surrounding parts of Burleigh County.
