U.S. Senators Kevin Cramer and Amy Klobuchar, taking a bipartisan approach, have introduced the Adoption Tax Credit Refundability Act in Washington, D.C. The move aims to reinstate the refundable status of the Adoption Tax Credit, enabling families to receive the full refund amount, even if the credit surpasses their tax liability. This tax credit, amounting to $16,810 for qualified expenses, is designed to alleviate the financial burdens associated with adoption.
Previously refundable in 2010 and 2011, the updated legislation seeks to support adoptive families irrespective of their tax burdens, ensuring children find stable and loving homes. Senator Cramer emphasized the significance of this support to help more families access the full extent of the adoption tax credit.
Senator Klobuchar praised the long-standing tradition of adoption in Minnesota, noting that this legislation would facilitate more families in providing stable homes for children. Co-chairing the Congressional Coalition on Adoption with Cramer, she underscored the initiative's goal to ensure a smooth transition for families and improve the adoption process.
This legislative effort is a collaboration among several U.S. senators, including Marsha Blackburn and Ben Ray Luján. The Senate bill is supported by Senators Tim Scott, Mark Warner, James Lankford, Elizabeth Warren, among others. In the House of Representatives, the bill has backing from Reps. Danny K. Davis, Blake Moore, Gwen Moore, and several others.
The Adoption Tax Credit Refundability Act has garnered endorsements from the Adoption Tax Credit Working Group Executive Committee alongside 100 national, state, and local groups.
